Wheeling City Council Will Meet Today in Rare Monday Session

WHEELING — Water and wastewater improvements and repairs are on the docket for today’s meeting of Wheeling City Council, slated for 5:30 p.m. at the City-County Building, a slate of ordinances that would lead to a total of just under $1 million in spending if they’re passed in full.

Today’s meeting is a deviation from their regular Tuesday gatherings to allow city leaders to attend the 55th annual West Virginia Municipal League conference in Huntington this week.

Its agenda has nearly a dozen pieces of new legislation set for first readings tonight.

The majority of the new ordinances scheduled to be introduced tonight are for various improvements to facilities in the city’s water and wastewater departments. There also are several new ordinances related to damage repair to the city’s sewage treatment plant in the wake of the April floods.

An ordinance authorizing an expenditure in the amount of $557,000 with Flimtec Corporation of Edina, Minnesota, is the highest-ticket item slated for a first reading tonight. The purchase will be for filter modulates at the city’s water treatment plant and is slated to be charged to the department’s membrane replacement fund.

Five new ordinances are set to be introduced for contracts related to flood damage repair to sewage treatment facilities.

All of the expenditures are being charged to the city’s Water Pollution Control Division, but they are all expected to be reimbursed through the Federal Emergency Management Agency in light of President Biden’s disaster declaration following the April storms, which caused significant damage at the sewage plant.

Ordinances include a $213,187 expenditure with Xylem Dewatering Solutions Inc. of Chicago for main sewage pump replacement, a $47,750 expenditure with Cambria Systems Inc. of Sidman, Pa., for the purchase of a replacement controller for damaged main sewage pumps, a $42,561 expenditure with ERB Electric Company of Wheeling for flood repair material and service, an $84,813 expenditure with Xylem Dewatering Solutions for another main sewage pump replacement, and a $27,000 expenditure with Centrisys of Kenosha, Wisconsin, for the purchase of rental services for a centrifuge.

Added up, those ordinances total $972,311 in possible expenditures.

Also on the agenda for tonight’s meeting is an ordinance to expend funds in the amount of $31,156 with Edgco Inc. of Lansing for emergency demolition and abatement of 412 S. Broadway St. to be charged to the city’s American Rescue Plan Act fund.

A resolution related to remediation of the 58-19th St. property is slated to go before council tonight. The resolution pertains to invoices from Environmental Standards in the total amount of $14,325 – deeming the payment necessary in connection with the remediation project at the site, a Brownfields cleanup which is being financed in part by proceeds from the city’s grant and loan through the West Virginia Department of Environmental Protection.
