Personnel moves at Ochsner, DNA Workshop

Jesse Noel has been named regional director of the Southeast Louisiana Flood Protection Authority-West.

Noel has been with the protection authority for more than six years, serving as chief engineer and chief of operations. Before joining the organization, he worked as a consulting engineer.

He earned a bachelor’s in civil engineering from LSU.

Brad Bosch was promoted to deputy director of the organization.

Bosch has been with the organization since 2007, managing all finance, contracting, auditing and administrative functions.

He earned a bachelor’s in accounting from the University of New Orleans.

Phala K. Mire has stepped down as president and CEO of the Women’s Business Enterprise Council South.

Mire led the organization for the past nine years. During that time, she opened WB Collective, New Orleans’ first co-working space dedicated to women business owners, and established SBA Women’s Business Centers in Memphis and Nashville, Tennessee.

Susan Faulkner Stentz, board chair emerita, has been named interim CEO.

Baton Rouge

Amanda Carlin has been promoted to chief marketing officer of DNA Workshop.

Carlin joined the staff of the architecture firm in January 2023 as marketing director. Before that, she was creative director for WAFB, where she won three Emmy Awards.

Dr. Julie Neumann has joined Ochsner Medical Complex-The Grove as an orthopedic surgeon.

Neumann treats conditions such as Achilles tendon issues, ligament injuries, fractures, arthritis, rotator cuff injuries, meniscus and ACL injuries.

She earned a medical degree from LSU Health Sciences Center in New Orleans. Neumann completed a residency in orthopedic surgery at Duke University Medical Center, a fellowship in sports medicine at the Kerlan-Jobe Orthopedic Clinic and a foot and ankle fellowship at the University of Utah.

Dr. Zachary Dawes has joined Ochsner Health Center-O’Neal, practicing physical medicine and rehabilitation.

He earned a medical degree from the William Carey University College of Osteopathic Medicine and completed a residency in physical medicine and rehabilitation at the University of Arkansas for Medical Sciences.
