The National Economic and Development Authority (Neda) has underscored the potential of digital technologies in enhancing public sector employment services and training programs. Neda Secretary Arsenio Balisacan highlighted how these technologies can improve skills forecasting, which are essential for policy planning and programming.
To advance these objectives, the Philippines recently launched the National Artificial Intelligence (AI) Strategy Roadmap 2.0. This initiative aims to accelerate AI development, broaden upskilling programs, and increase the adoption of AI-enabled processes in the business sector.
“We must persist in our efforts to boost investments and implement key technological and innovative reforms to enhance productivity and create more high-quality employment opportunities,” said Balisacan.
In a recent announcement, the Philippines Statistics Authority reported a decline in the country’s unemployment rate, dropping to 4.1% in May 2024, compared to 4.3% in the same period last year. Employment figures rose to 48.9 million, reflecting a year-on-year increase of 605,000 jobs. This growth was primarily driven by expansions in the industry and services sectors, which added 1.2 million and 982,000 jobs respectively.
According to the government, the quality of employment improved, with underemployment rates falling to 9.9% from 11.7% — the lowest level since 2005. The survey also showed substantial gains in middle-skilled, full-time, and wage-based employment.
However, the agriculture sector faced challenges, losing 1.6 million jobs due to adverse weather conditions and geopolitical issues affecting fishing activities. Meanwhile, the construction and manufacturing sectors saw significant job increases, attributed to major projects by the government.
To sustain these positive trends, Neda is developing the Trabaho Para sa Bayan (TPB) Plan. This plan aims to create a comprehensive blueprint for employment generation and economic recovery. Secretary Balisacan stressed the importance of involving both employers and workers to effectively address labor market challenges and adapt to evolving economic conditions. Neda aims to finalize the TPB Plan by the end of the year, setting a robust framework for future employment policies.
