NORTH CHARLESTON, S.C. (WCSC) – Dorchester County has secured funding for phase one of infrastructure improvements in a North Charleston neighborhood.

Officials say the project is an investment in the water infrastructure in the Stratton Capers 2 community to improve the overall well-being of neighbors.

Currently, there are no fire hydrants in Stratton Capers 2, which officials say is a safety issue in case of an emergency.

Part of the money for phase one will be put towards the installation of six fire hydrants. The other part is a new, larger waterline underground in the neighborhood, specifically 4,694 linear feet of a new eight-inch PVC waterline.

One million dollars has been awarded through a Community Development Block Grant for this work and those funds will be supplemented with local funds from the county, taxes will not be raised for residents.

Dorchester County Council Chairman Todd Friddle says that once completed; this project will lower the insurance rate for the folks living in Stratton Capers 2.

Friddle says the county is trying to upgrade infrastructure in communities that need it badly and this one checked all the boxes.

“It’s a very old development and a very rural area at the time that it was done and we’ve got a lot more regulations and restrictions going on now and it would have never been done that way in today’s environment,” Friddle said.

Phase one of the project will be completed in the next 18 months. Funding for phase two has not yet been identified.
