Huntsville approves $4.5 million utility infrastructure relocation

The Huntsville City Council approved a $4.5 million utility infrastructure relocation agreement with Huntsville Utilities on Thursday night.

The relocation is necessary to accommodate the widening of Winchester road from 1,000 feet east of Mooresville Road to Naugher Road, according to an HU memorandum to CEO Wes Kelley and the electric board.

The project will require the relocation of one transmission circuit and four distribution circuits. The city’s engineering department has requested HU to begin relocation activities as the rights-of-way acquisition is nearly complete.

The project will be consultant designed and contractor installed. HU will procure materials for the project. The project was not included in the Fiscal 2025 budget because the timeline was not known, according to the memo.

The budget did include a line item of $750,000 for major electric relocation projects. That amount will cover the estimated $300,000 this fiscal year. The material acquisition will begin as soon as the design is complete.

Construction is expected to begin next fiscal year, with the balance of the project’s cost included in that budget.

The road project itself is a $28 million project that is expected to get underway in Fiscal 2026.
