The council approved a motion to hold a public hearing regarding a proposed housing project. A significant portion of the meeting focused on the approval and oversight of Community Development Block Grants intended to boost small business growth. David West, the city’s Economic Development Director, outlined the potential impact of a grant supporting a juice company set to create up to 15 new jobs on the city’s agritech campus. Councilors debated how to ensure transparency and fairness in grant allocations.

Another CDBG grant aimed at funding micro-enterprise projects was also discussed. Council members raised concerns about improving communication and outreach to increase awareness of the grant opportunities among small businesses.

In addition, the council heard a presentation on the city’s annual financial plans, including a $4.42 million bond proposal for capital improvements across infrastructure, public works, and recreation facilities. Officials reassured members that while the bond would increase annual debt service, older debts were simultaneously being retired.

The meeting also recognized key community achievements, including proclamations for Black History Month and honoring two volunteer firefighters for 50 years of service. A report from City Manager Amie Hendrix provided updates on the city’s accomplishments in 2024, such as increased attendance at the farmers market, housing projects, and improved emergency response metrics.

Community voices highlighted ongoing issues, including concerns about sidewalk safety during winter months and the urgency to address flood prevention efforts as the spring season approaches.

The council plans to revisit infrastructure needs and public engagement strategies at their next meeting.
