Rated a top practitioner in the U.S. PPP market today, Horner advises state and local governments, fund sponsors, developers, underwriters, and subcontractors across multiple asset classes and transaction structures. He has played leading roles in some of the most significant PPP projects in the United States.
More than 10 years ago, partner John O’Neill launched the Public-Private Partnerships and Infrastructure practice at Hunton Andrews Kurth and, in recent years, he co-headed the practice with partner Mark Arnold.
