EDINBURG, Texas – The City of Edinburg has been awarded a highly competitive Fiscal Year 2024 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Planning Grant in the amount of $5,081,700. Notably, this grant requires no local match, highlighting the federal government’s commitment to addressing the critical infrastructure needs of the Edinburg community.
“We are thrilled to receive this generous RAISE Planning Grant, which will allow us to implement vital infrastructure improvements on Chapin Road. Special thanks to the Edinburg Engineering Department for their outstanding work on this proposal and to Congresswoman Monica De La Cruz, Congressman Vicente Gonzalez, and Senator John Cornyn for their unwavering support in securing the funding,” Mayor Ramiro Garza Jr. said. “This project will play a critical role in enhancing our city’s transportation network and driving economic growth.”
The awarded funds will be used for comprehensive planning activities for the redesign and complete street conversion of Chapin Road from I-69C to the West City Limits. This project will finance the redesign and engineering of Chapin Road, assess corridor transportation needs, and develop a preferred design concept along with the necessary engineering.
Project Overview
Chapin Road, a crucial route in Edinburg, is set for a transformative upgrade to enhance safety and accommodate future traffic growth. The road requires improvements, particularly since the University of Texas Rio Grande Valley (UTRGV) is poised to open its new sports complex at the intersection of Sugar Road and Chapin Road. This facility is expected to significantly boost the region’s economy by attracting visitors to Edinburg and creating positive ripple effects across the Rio Grande Valley’s education, tourism, hospitality, and business sectors.

These planned enhancements are expected to significantly improve roadway safety for all users by reducing traffic volumes, accidents, injuries, fatalities, and property damage.
Only four transportation projects were awarded in all of Texas, including the City of Edinburg, El Paso, San Antonio, and Dallas County.
