Work on a major development at the Snow Park base of Deer Valley Resort could commence within months, and a completion date is envisioned early in the next decade.
Deer Valley on Wednesday is scheduled to continue discussions with the Park City Planning Commission about the project. A Planning Commission vote on the first phase of a Snow Park project could be cast.
The first phase would involve infrastructure that is key to the rest of the project, including a parking garage with a maximum of 1,971 spaces, an underground transit center and a variety of improvements to the roads, the utilities, pedestrian routes and pathways.
There are longstanding development rights attached to the land where the Snow Park parking lots are located. The resort, however, must secure additional approvals before a project could proceed.
The current talks between Deer Valley and the Planning Commission are focused on the infrastructure, but the overall project is envisioned as something that will remake Snow Park into a full-service base area with lodging, residences, dining options and other commercial spaces. The Snow Park base, with parking but limited additional services, nowadays is seen primarily as a place to begin and end a day on the slopes.
The materials compiled in preparation for the Planning Commission meeting include detailed information about the phasing of the construction, the projected impacts of the work on the Snow Park base and Deer Valley’s strategies to ensure the base remains operational. The construction mitigation plan will be crucial given Snow Park’s importance to the broader resort.
According to the materials, a groundbreaking on the garage and infrastructure is projected in May on a section of the land toward the middle of the Snow Park lots, bordered on one side by Doe Pass Road. The resort in 2026 intends to work on two zones of the garage, finish those zones in 2027 and begin to construct a third zone of the garage. The work between 2028 and 2030 is projected to involve the vertical construction of the development, such as the hotel, retailers, residences and an event center. In 2029, the materials show, Deer Valley wants to build a gondola linking the Snow Park and Silver Lake Village bases and expand a ski beach.
The materials provided to the Planning Commission also include detailed seasonal information through the summer of 2030. Some of the highlights:
- This summer, when Deer Valley wants to conduct roadwork on Deer Valley Drive West with access maintained. Doe Pass Road will be closed to the public with construction and emergency vehicles allowed. There are expected to be 712 parking spaces available at Snow Park in Lot 1, Lot 2, Lot 5 and Lot 6.
- The 2025-26 ski season, when roads will be open but Doe Pass Road will be closed to vehicles driven by the public with access available to construction and emergency vehicles. An estimated 712 parking spaces will be available in Lot 1, Lot 2, Lot 5 and Lot 6.
- The summer of 2026, when significant impacts on the Snow Park base are expected. The materials indicate there will be a “temporary drop-off zone near Snow Park Lodge” under construction and “traffic will not be able to continuously travel around loop.” An estimated 400 parking spaces will be available in Lot 5 and Lot 6, with Lot 1, Lot 2, Lot 3 and Lot 4, as well as Doe Pass Road, closed as construction continues. A hauling operation will bring dirt excavated during the work onto the resort terrain.
- The 2026-27 ski season, when an estimated 400 parking spots will be available in Lot 5 and Lot 6. The other lots and Doe Pass Road are expected to be closed.
The materials show various changes in the operations of the Snow Park base and fluctuations to the number of parking spots available there throughout the work during the ski seasons and summers in subsequent years.
