Harbor Springs council approves State Street infrastructure project

HARBOR SPRINGS — East Bluff Street will remain a two-way road, following the approval of the planning commission’s opinion during the Oct. 7 Harbor Springs City Council meeting.

An infrastructure project is coming to State Street to allow for the replacement of water lines, aging stormwater lines and replace the road surface on State Street between Summit Street and M-119. The infrastructure project proposal included options like narrowing State Street to reduce water flow, regrade the right-of-way east of the State Street and M-119 intersection to improve visibility, and turn East Bluff Drive into a one-way road, according to agenda materials.

After the planning commission spoke about the issue, their opinion is that council approve plans to narrow State Street, regrade the road and keep a portion of East Bluff Drive as a two-way road.

The council approved the plan as proposed.

City manager Victor Sinadinoski told the council that the purpose of presenting the option is to allow the city to go out to bid for some of the projects, and reminded the council that approving the issue would be approving the item to be included in next year’s budget. Money for the project would come from the water, sewer, streets and electric budgets.

The project is expected to cost more than $600,000.

State Street from Bluff Drive to Summit would see a narrowing of the road, with around 4 feet being removed from the road. The centerline will stay in the same location, with an equal amount of roadway being removed on either side of the road.

Council member Nancy Rondel pointed out that narrowing State Street will also allow the city to bury a conduit if the city ends up deciding to bury electrical lines.

East Bluff Street will also be narrowed partially, but quality regrading will be possible in keeping the hill two-ways.

The council approved moving forward with creating the final plan with the current recommendations.
